TRI -STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233 -0695 303 - 452 -6111
March 19, 2014
RE: Colowyo Coal Company L.P., Mine Permit C -81 -019, Technical Revision No. 101
(TR -101), South Taylor Haul Road
Dear Mr. Zuber:
Tri -State Generation and Transmission Association Inc. (Tri- State) is the parent company
to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company L.P.
( Colowyo). Therefore, Tri -State on behalf of Colowyo is submitting three (3) copies of TR -101
which revises Permit C- 1981 -019.
TR -101 proposes a new South Taylor haul road. The proposed alignment traverses
through previously disturbed and mined out areas within the West Pit and Section 16 Pit. This
proposed haul road, once constructed, will replace the currently permitted South Taylor haul
road. This proposed haul road will provide a long term access from the South Taylor Pit to the
primary crusher facility, and facilitate continued contemporaneous reclamation in the West Pit.
Also enclosed is Map 29 and 29A which outlines the proposed alignment, and a revised
spoil grading schedule to reflect the addition of the proposed road. Also, the volumes associated
with the revised spoil grading schedule have been included. As noted on the table, these
volumes are not planned to be part of the permit application package, and are for informational
purposes only.
AN EQUAL OPPORTUNITY /AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy' Cooperative
CRAIG STATION ESCALANTE STATION NUCL4 STATION
P.O.
