Brown @state. co.us> <br />Susan and Tamme: <br />1 reviewed the second adequacy response for TR -85, dated March 20, 2014. 1 do have a few comments. <br />Please forgive the informal format of my presentation; I understand that BRE is eager to move forward with <br />this project as quickly as possible. <br />The final paragraph on revised page 14 should be revised to say that of the first five VWPs, only VWP -05 is <br />currently in operation. VWP -07 has also ceased to function. <br />The HBET evaluation is well- developed, and takes a more thorough look at Gob Pile #2 and the proposed <br />temporary storage area. I feel confident that we are heading in the right direction. I have only two comments <br />regarding this report. <br />1. On Page 1, under Referenced Documents, I notice that Buckhorn's TR -42 analysis (dated Feb. 15, 2006) is <br />not listed. I believe it would be helpful for HBET to review this report at some point, since it was foundational <br />to a number of the later Buckhorn analyses. (This is a general comment only; I do not anticipate that anything <br />in the Feb -2006 would cause HBET to revise the current TR -85 analysis.) <br />2. At the bottom of page 3, HBET notes that angles of internal friction of 33.5 and 34 degrees were used in <br />various analyses for drained conditions. While true, it should also be mentioned that Buckhorn's Sep. 22, 2008 <br />report (for TR -56) also evaluated the sensitivity to this parameter by evaluating internal friction angles of 30 <br />and 32 degrees The FoS derived in HBET's analyses are above 1.5, but not excessively so. Given that we have <br />very little hard data available regarding the true value(s) for angle of internal friction for compacted coal mine <br />waste, I believe that incorporating a similar sensitivity analysis into the current evaluation would be <br />appropriate. <br />Please let me know if you have any additional questions regarding my comments. <br />will be in and out of the office the next three days.
