3/2512014
hw g "y
w STATE
■
d y
COLORADO
Bowie No. 2 TR -85
State.co.us E)ecutive Branch Mail - Bowie No. 2 TR -85
Talvitie - DNR, Marcia <marca.talvitie @state.co.us> Tue, Mar 25, 2014 at 8:23 AM
To: Susan Burgmaier - DNR <susan.burgmaier @state.co.us >, Tamme Stover Bishop
<tamme.jestover @bresnan. net>
Cc: "Sandra L. Brown" <Sandy. Brown @state. co.us>
Susan and Tamme:
1 reviewed the second adequacy response for TR -85, dated March 20, 2014. 1 do have a few comments.
Please forgive the informal format of my presentation; I understand that BRE is eager to move forward with
this project as quickly as possible.
The final paragraph on revised page 14 should be revised to say that of the first five VWPs, only VWP -05 is
currently in operation. VWP -07 has also ceased to function.
The HBET evaluation is well- developed, and takes a more thorough look at Gob Pile #2 and the proposed
temporary storage area. I feel confident that we are heading in the right direction. I have only two comments
regarding this report.
1. On Page 1, under Referenced Documents, I notice that Buckhorn's TR -42 analysis (dated Feb. 15, 2006) is
not listed. I believe it would be helpful for HBET to review this report at some point, since it was foundational
to a number of the later Buckhorn analyses. (This is a general comment only; I do not anticipate that anything
in the Feb -2006 would cause HBET to revise the current TR -85 analysis.)
2. At the bottom of page 3, HBET notes that angles of internal friction of 33.5 and 34 degrees were used in
various analyses for drained conditions. While true, it should also be mentioned that Buckhorn's Sep. 22, 2008
report (for TR -56) also evaluated the sensitivity to this parameter by evaluating internal friction angles of 30
and 32 degrees The FoS derived in HBET's analyses are above 1.5, but not excessively so. Given that we have
very little hard data available regarding the true value(s) for angle of internal friction for compacted coal mine
waste, I believe that incorporating a similar sensitivity analysis into the current evaluation would be
appropriate.
Please let me know if you have any additional questions regarding my comments.
will be in and out of the office the next three days. You are welcome to call me on my cell phone (number
below).
Marcia
Marcia L.
