PERMIT #: M- 2001 -069 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: February 25, 2014 <br />OBSERVATIONS <br />This was a routine inspection conducted by the Division as part of its monitoring of Construction Materials <br />112c permits. The operator named on page one was present throughout the inspection. The site was not <br />active on the day of the inspection. The ground conditions were dry and all areas of the permit were <br />inspected. <br />The required permit ID sign was observed posted at the entrance gate to the permitted area. Permit <br />boundary markers were installed at the boundary corners. The old barn which existed on the site prior to the <br />permit is still present and has not been disturbed. <br />The operation is approved for phased operations and phased reclamation. Operations include crushing and <br />asphalt production, and related equipment was observed at the site. The operator has not mined further <br />material from the pit during 2013, but has processed and /or hauled from the stockpiles of products that are <br />onsite during the report year. All mining is now occurring in the pit that is on the northwest of the processing <br />area. Stockpiles of product and reject fines are also around and in the pit there. Topsoil is stockpiled along <br />the west of the pit, ready to respread for reclamation. Truck scales are installed north of the barn. <br />There are two large diesel storage tanks near the asphalt equipment, intended for mobile equipment used <br />onsite, but those tanks are currently empty. The tanks are placed in earthen berms with double plastic <br />membrane liners. Before commencing activity which would require fuel in the tanks, the tanks and liners <br />should be closely inspected to ensure full containment. <br />There are several piles of waste asphalt, and fine sediment waste (from the sediment sump for the asphalt <br />plant), west of the old barn. These materials will be re- processed or remixed and leave the site as product, or <br />backfilled for use on the site. Currently, there has been no reclamation to disturbed areas located north of the <br />processing area. <br />The southern pit, south of the irrigation lateral crossing the site, has been in reclamation for a few years, and it <br />may be fully or nearly reclaimed. An inspection of the vegetation success later in the 2014 season is needed to <br />assess the revegetation. Presently, the southern pit appears to be graded and topsoiled, and is probably fully <br />vegetated. There is no slope erosion. The southwest corner of the pit contains a constructed inlet structure, <br />to allow water from the adjacent irrigation canal to enter. This occurrence is allowed under a recent revision <br />to the permit and is in conformance with Division of water Resources, in which the irrigation company <br />seasonally turns water into the pit for recharge. The operator expressed a wish to have the southern pit fully <br />released from the permit. The process for releasing part of a permit is described in Construction Materials <br />Rule 4.17. That process is to be initiated by the operator. Please review that rule and contact this office if <br />there are questions. <br />Due to the limited phased activities and the large area where extensive reclamation has occurred, the Division <br />feels that the current bond amount is adequate. A full bond estimate will be done when the operator <br />requests partial release later in 2014. The site did not contain any noxious weeds. <br />The diesel generator on one of the pieces of equipment associated with the asphalt plant was leaking diesel <br />fuel on the ground. This is noted as a problem on Page 1 of this report. The operator must submit a report of <br />Page 2 of 5 <br />
