DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832 -8106
March 24, 2014
Caleb Liesveld
STATE OF COLORADO
COLORADO
DIVISION OF
RECLAMATION
MINING
SAFETY
John W. Director
Lyons, CO 80540
RE: Colorado Red Rose Stone Resource; DRMS File No. M- 2013 -068; Emergency Response
111 Construction Materials Reclamation Permit Application; Adequacy Review No. 4
Dear Mr. Liesveld,
The Division has identified several other comments and questions that must be addressed prior to the
Division's decision due date. Please be advised that if you are unable to satisfactorily address any
concerns identified in this review before the decision date, it will be your responsibility to request
an extension of the review period. If there are outstanding issues that have not been adequately
addressed prior to the end of the review period, and no extension has been requested, the Division
will deny this application.
6.3.4 Exhibit D — Reclamation Plan
1. The proposed Reclamation Plan states that the reclaimed site would have a 45 — 50 foot
highwall along the northern portion of the mine. In order to evaluate the existing highwall
and the need for a geotechnical stability analysis, the Division conducted an inspection of the
Colorado Red Rose Stone Resource site on March 18, 2014. During the inspection the
Division observed the highwall along the north side of the affected area. The highwall was
approximately 20 — 25 feet tall and was existing prior to the most recent quarrying activities.
The Operator indicated that no additional blasting would occur and the highwall would
remain in its current configuration. Based on the observations made during the inspection,
the Division has determined that a geotechnical stability analysis is not warranted since the
Operator will not quarry into the existing highwall.
Please update the Reclamation Plan to reflect the existing and proposed conditions of the
highwall on the north side of the quarry. The clarification shall affirmatively state that the
Operator will not create a 45 -50 foot highwall and will not quarry into the existing highwall.
In addition, the Reclamation Plan Map will need to be revised to reflect these changes.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
