XI. Revegetation
A. The Division approves the use of introduced species in the reclamation seed mix.
The applicant has submitted information that shows that the introduced species
are desirable and necessary to achieve the approved post- mining land use, and is
not poisonous or noxious. (4.15.2(3))
B. The Division approves the use of straw mulch as a means to meet soil
stabilization requirements. The applicant will use an interim seed mix (Table
2.05.4 -4) for areas that will be temporarily revegetated. (4.15.4)
C. Methods to measure herbaceous cover and production, species diversity, and
woody plant density are discussed in section 2.05.4 of the permit. These
techniques include comparison of the revegetated communities with extended
reference areas. The Division approves of these techniques. (4.15.7(1))
D. Comparisons between reclaimed and undisturbed areas, in order to demonstrate
that success criteria of 4.15.8, 4.15.9, or 4.15. 10 have been met, will be based on
the following:
For grassland areas, success will be demonstrated for cover and production
when the reclaimed area is at least 90 % of the reference area and meets the
90% confidence interval using a one -sided T -test. No woody stem density
standard will apply to grassland areas. Species diversity standards are 2
cool season grasses and 1 warm season grass comprising 5 to 30 percent of
total live vegetative cover excluding annual weeds. One perennial forb
should comprise 5% of total live vegetative cover excluding annual weeds.
For oak/pinion areas, success will be demonstrated for cover and production
when the reclaimed area is at least 90 % of the reference area and meets the
90% confidence interval using a one -sided T -test. The woody stem density
standard is 500 stems per acre. Species diversity standards are 2 cool season
grasses and 1 warm season grass comprising 5 to 30 percent of total live
vegetative cover excluding annual weeds. One perennial forb should
comprise 5% of total live vegetative cover excluding annual weeds.
E. The Division approves of the reference areas that the applicant has selected
based on the requirements of Rule 4.15.7(3). Extended reference areas will be
used. Reduction in size of the permit area from 17,000 acres to 3142 acres as a
result of PR -01 will not affect the ability of the applicant to utilize the extended
reference area concept. The areas are depicted on Map 2.04.10 -1 Vegetation
Community Map.
F. The reference areas will be utilized to determine revegetation success in a
manner that the Division finds acceptable. (4.15.7(4)).
20
