C. Alternative specifications for design and construction of the fill have not been <br />proposed by the applicant. However, they may be used, following a thorough <br />analytical demonstration that such alternatives shall result in a structure as <br />environmentally sound and structurally stable as a fill designed with standard <br />specifications. (4.09.1(3)) <br />D. The Division approves the use of vegetation and organic material as mulch or as <br />an amendment to topsoil to control erosion, promote growth, or increase <br />moisture retention. (4.09.1(4)) <br />E. The Division approves of the location of the disposal areas. (4.09.1(6)) <br />F. The Division approves the use of terraces in order to conserve soil moisture, <br />control erosion, and enhance stability. They are compatible with the post- mining <br />land use of rangeland and wildlife habitat. The width of these terraces shall not <br />exceed 20 feet and the vertical distance between terraces will be 40 feet. <br />Culverts or underground rock drains are not approved on the terraces. <br />(4.09.1(9)) and 4.14.2(2) <br />G. The applicant has not proposed to dispose of excess spoil in underground mine <br />workings. (4.09.1(15)) <br />VIII. Coal Mine Waste Banks <br />No specific approvals are granted under this section. <br />IX. Coal Mine Waste <br />A. The applicant has not proposed to dispose of underground development waste in <br />underground mine workings. Underground mining is not proposed or approved <br />under permit revision no. 1. (4.11.3) <br />B. The Division has not reviewed and approved of a plan for extinguishing coal <br />mine waste fires. Coal mine waste will not be disposed of within the permit area <br />(4.11.1) <br />C. The Division does not approve a plan for removal of burned waste. (4.11.2 and <br />4.11.3) <br />D. The applicant has not requested a variance from the requirement for two feet of <br />soil cover on the noncoal waste disposal site. (4.11.4(2)) <br />E. The Division does not approve construction of a dam or embankment using <br />waste. (4.11.5(1)(b)) <br />18 <br />
