PERMIT #: M -1978 -080 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: January 29, 2014 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). John DeWitt and Monty Mattson of Lincoln County were also present for the inspection. The Elmer <br />Stone Gravel Pit is located approximately 5 miles west of Karval, Colorado. The site is permitted for 9.9 acres <br />and the post- mining land use is general agriculture. The ground was partially covered with snow at the time of <br />the inspection. <br />The Elmer Stone Gravel Pit was not active at the time of the inspection; however, the site was actively being <br />mined several weeks prior to the inspection. The Operator has received approval to operate intermittently; <br />therefore, the operation does not have to be active for more than 180 days per calendar year. Mining at the <br />Elmer Stone Gravel Pit is progressing to the west. The product is pushed from the top of the pit to the pit floor <br />where it is loaded into trucks; no processing of the material occurs at the site. All pit slopes are being <br />maintained at a 3H:1V grade. The Operator has salvaged all available topsoil and has been stockpiled outside <br />of the pit along the south side of the site. The topsoil stockpile was stable and did not show any signs of <br />«1191.11.11 <br />The permit sign was posted at the site entrance as required by Rule 3.1.12. The boundary of the affected area <br />was delineated with t- posts; however, the southeast boundary marker was lying on the ground. The Division <br />was unable to determine if the southeast boundary marker was in the correct location. This has been cited as <br />a problem and will require corrective action by the Operator; please see the first page of this report for <br />additional information. <br />This concluded the inspection. <br />Page 2 of 4 <br />
