This site was previously covered under the Lafarge's Middle <br />Poudre combined SWSP; however a separate SWSP was obtained for the site in 2006. The required <br />renewal fee of $257 (receipt no. 3663746) has been received. <br />SWSP Operations <br />The East Rigden Pit (WDID 0303021) is a gravel pit operation located in Sections 21, 27 and 28, <br />Township 7 North, Range 68 West of the 6t' P.M., in Larimer County. Fort Collins has recently acquired a <br />portion of the East Rigden Pit, as shown on the attached Figure 1 ( "Fort Collins Parcel "). Fort Collins is in the <br />process of amending the mining permit with the Division of Reclamation Mining and Safety ( "DRMS ") to <br />authorize a lined reservoir as a post - reclamation land use. During the SWSP period the construction of a clay <br />reservoir liner will take place on this portion of the East Rigden Pit. Approximately 2,000,000 cubic yards of <br />material will be excavated and moved from the reservoir location to various fill sites located within the pit <br />permit boundary. Ground water from dewatering the mine site and possibly augmented surface water <br />pumped from the Cache La Poudre River or water diverted from the river during periods of free river can be <br />used for construction of the clay liner and dust control. The reservoir excavation and liner construction project <br />is anticipated to begin mid -March 2014 with a projected duration of nine to ten months. Replacement for this <br />SWSP will come from Fort Collins supplies of reusable water, such as Joe Wright Reservoir water, Southside <br />Ditch water, or supplies stored in Fossil Creek Reservoir. <br />In accordance with the letter dated April 30, 2010 (copy attached) from the Colorado Division of <br />Reclamation, Mining, and Safety ( "DRMS "), all sand and gravel mining operators must comply with the <br />requirements of the Colorado Reclamation Act and the Mineral Rules and Regulations for the protection of <br />water resources. The April 30, 2010 letter from DRMS requires that you provide information to DRMS to <br />demonstrate you can replace long term injurious stream depletions that result from mining related exposure <br />of ground water. Fort Collins is in the process of amending the mining permit with the Division of Reclamation <br />Mining and Safety ( "DRMS ") to authorize a lined reservoir as a post - reclamation land use. To allow <br />replacements to be made while the operator comes into compliance with DRMS requirements this <br />SWSP will be renewed for 2014.
