a a <br />requirement for continued operations on the federal leases is in the interest of SCH and its affiliates, the <br />public, and the Bureau of Land Management as set forth below: <br />1. It will conserve a federal coal resource and preserve access for when the circumstances are <br />conducive to restarting this operation. The main entries to the current mine are located on one <br />of the federal lease premises. <br />2. If this request is not approved it could lead to relinquishment of one or both of the federal <br />leases or other properties and could mean the end of mining this resource. The potential for <br />coal recovery from this property may be lost. <br />3. There is potential economic benefit to Moffat County and Colorado which would be lost if the <br />action herein requested is denied. <br />4.
