February 19, 2014 C- 1981 - 013 /Golden Eagle Mine LDS
explosives storage area. Apparently this was at the behest of an inspector from the Water Quality Control
Division. This area has not yet been permitted for chemical storage (although, it seems to be a safer location to
store chemicals, given the large berm and the downstream water treatment facilities). The Division received a copy
of the inventory of chemicals stored at this location on March 6, 2013.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
The diversion ditch repair above the RDA has mostly been completed, but still needs some compaction.
Pond 7 had not yet been discharged, although the water level appeared to have dropped (presumably as the
result of infiltration through the alluvium and some evaporation).
Pond 1 had not discharged recently as the pumps were not being run through the very cold weather in
order to minimise the risk of damage to the plumbing.
Ponds 4, 6 and 8 were all in good order and well below discharge levels.
GENERAL MINE PLAN COMPLIANCE:
Several permitting actions are in progress:
• TR68 (which is a response to MT6). The proposed decision due date is March 31, 2014. The Division is
waiting on a response to the adequacy letter of November 27, 2013 & January 24, 2014
• TR69 has been found complete and is under review for adequacy. The proposed decision due date is April
29, 2014
• RN6 has been found complete, but can't be reviewed for adequacy until TR68 has been approved
ROADS — Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4. 03. 1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):
Work was ongoing on the road beside the RDA conveyor.
Considerable work had been done on the RDA access road, putting a berm along the downslope side, with
a view to re- permitting it as a haul road.
DOCUMENTS RECEIVED
Chemical Inventory
OTHER (SPECIFY)
N/A
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 8
