Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
With TR -57, Bowie Resources, LLC (BRL) seeks Division approval of its request to discontinue all
subsidence monitoring at the Bowie No. 1 Mine. I find no adequacy issues that need to be addressed by
the applicant. The purpose of this memo is to document my review of the application and subsidence -
related permitting history for this mine.
In 1991, under TR -16, the Division approved suspension of monitoring over inactive portions of the mine
and a reduction in frequency for other monuments from annual to semi - annual.
BRL was granted suspension of monitoring of 13 wide - spaced subsidence monuments with TR -45 in
January 2005.
Since the approval of TR -45, BRL has been required to continue to monitor subsidence at just seven
remaining stations: PS -1 thru PL -7. These are located in the Stevens Gulch drainage, along the Pitkin
Mesa Pipeline corridor. The monuments have been monitored since 1992. Coal was mined from the
underlying Panel C in 1992 and 1993, using room and pillar methods; pillars were not removed.
Data provided in the Annual Subsidence Report for the Bowie No. 1 Mine indicates that no discernible
subsidence has occurred in recent years at these seven monuments.
Letters of completeness were provided to the Delta County Commissioners, the Pitkin Mesa Pipeline,
and the Western Slope Conservation Center. No comments or objections were received from these
entities.
BRL's public notice was published in the February 26, 2014 edition of the Delta County Independent; the
Division received proof of publication on March 5, 2014. No comments or objections were received by
the Division; the period for public comment came to a close on Monday, March 10, 2014.
Cc: Sandy Brown, DBMS
Office of Office of
Mined land Reclamation Denver • Grand Junction • Doranso Active and Inactive Mines
