OPE rrs EMERGENCY RESPONSE PLAN <br />In summary... <br />In an emergency release of hazardous materials, or a potential release of the materials: <br />1. Determine the area that is or could be contaminated by a hazardous material and designate this as the <br />Hot or Contaminated Zone. Establish clear boundaries for this zone and do not allow anyone to enter <br />without authorization. <br />2. Determine the PPE necessary for entry into this zone. If air quality information is not available, <br />automatically require SCBA for entry until further information can be gathered. Based on the <br />chemicals present and the nature of the emergency, designate any other PPE necessary. <br />3. Based on the physical and chemical characteristics of the material(s) involved, the terrain, wind <br />direction, temperature, etc, determine the boundaries of the Decon Zone and Support Zone. Supply <br />the Decon Zone with first aid supplies, any decontamination materials necessary, fresh air cylinders, <br />communications, and two equipped entry teams. <br />4. Use only the "buddy" system for team entry, with a back -up team available. <br />18. POST - EMERGENCY PROCEDURES FOR EMERGENCY COORDINATOR <br />Regulatory Requirements <br />Note: The following regulatory requirements apply only to the primary environmental coordinator, and <br />are listed here to provide detailed information regarding post- emergency procedures. <br />Immediately after an emergency the Environmental and Safety Coordinator shall: <br />• Provide direction for treating, storing or disposing of recovered waste, contaminated soil or <br />surface water; <br />• Ensure that all emergency equipment listed in the emergency plan is cleaned and fit for its <br />intended use before operations are resumed; <br />• Notify appropriate federal, state, and local authorities that the facility is prepared to resume <br />operations; <br />• Note in the spill incident report the time and details of any incident that requires <br />implementing the emergency plan. Within 15 days after the incident, submit a written report <br />on the incident to the Colorado Department of Environmental Affairs. The report shall <br />include: <br />(1) Name, address and telephone number of the owner or operator; <br />REVENUE MINE DOC 15002 3 -7 -2014 REV 0 <br />
