OPE rrs EMERGENCY RESPONSE PLAN <br />16. SPILL CONTROL PROCEDURES <br />Personal Injury <br />First priority in the event of a spill is protecting human health and safety. It is imperative that the safety <br />of rescuers is ensured before attempting to rescue any victims. Therefore it is important that nearby <br />personnel are alerted of the situation before action is taken. <br />Evaluate the situation and decide whether a rescue can be made without undue or unnecessary risk. Any <br />injured people must be rescued prior to containing the spill. <br />Spill Control and Cleanup <br />Small spills of non - ignitable, low toxicity liquids will be handled by trained Safety staff and Mill <br />Operations personnel as necessary. High hazard spills will be handled by Star Mine Operation's <br />Hazwoper trained personnel and if needed an outside, licensed hazardous spill response contractor. No <br />one is to enter the hazard area without first consulting with the Emergency Response Coordinator. A list <br />of Hazwoper trained personnel and response contractors is posted in the Mine Office, Mill Office and <br />lunch room. <br />Prevent the spill from entering the water collection system, soil, or otherwise migrating to difficult clean <br />up areas. The spill area should then be cordoned off. It is important that there be at least one person with <br />a two -way communication device outside of the hazard area monitoring the safety of personnel <br />controlling the spill. <br />Proper Personal Protective Equipment should be worn near the spill. This includes chemical aprons, <br />impermeable suits, respirators, and chemical resistant gloves and boots. <br />The spill should be treated as needed with inert, compatible, absorbents. Compatibility of the absorbent <br />with the spill material should be determined prior to use of an absorbent. For example: vermiculite or <br />absorbent pads and pillows should be used with non - aggressive liquids only, such as oil and coolants. <br />Aggressive liquids, such as acids, bases and caustics should be handled with universal absorbents only. <br />When all of the liquids are absorbed, the mixture should be transferred to polyethylene bags (if <br />compatible) and stored in approved Department of Transportation drums. <br />Spill/Release Record Instructions <br />1. Date & time of spill: if actual time /date of spill is known, please indicate on report. <br />2. Material spilled: Describe the material that was spilled (e.g. hydraulic oil, etc.) <br />3. Quantity, duration and concentration of spill: <br />a. If known quantity, please specify quantity. For example, a full hydraulic tank capacity of <br />100 gallons emptied on ground. Estimate duration of spill in minutes, hours or days. <br />b. If the quantity is not known, calculate the quantity as follows. <br />REVENUE MINE DOC 15002 3 -7 -2014 REV 0 <br />
