Staff offers <br />the following comments on the Commissioners' behalf. <br />There are certain restrictions for mining within the Conservation/Recreation zone district, which <br />is the zoning of the property described in the application. They include the following, and must <br />be demonstrated to be met during a formal administrative review through the Planning <br />Department. <br />a. On -site sewage disposal in conformance with State and local standards. Application for a <br />proper sewage treatment system must be made to the County. <br />b. Hazardous substance handling and storage must comply with state and federal requirements. <br />c. Access to public roads requires a permit from the County and/or State, as applicable. <br />d. Signs shall conform to the County's Land Use Regulations. <br />e. Compliance with applicable noise standards must be demonstrated. <br />f. Excessive light and glare directed beyond the property line is prohibited. <br />g. Welding or other equipment generating intense light shall be shielded. <br />h. Electrical interference beyond the property line is prohibited. <br />i. Solid waste shall be stored in an enclosed building or container to prevent wildlife attraction, <br />odors, runoff, and blowing trash or waste. <br />j. Runoff shall be addressed in a manner to prevent impacts to neighboring properties. <br />k. All activities shall be in accordance with federal and state licensing and permit requirements. <br />2. The attached application outlines additional information needed for review. It generally includes <br />permits issued by DRMS and CDPHE, evidence that the surface owner's requirements have been <br />met, a narrative describing the proposed operations, and a site plan.
