3.2.3 Drain Outlets <br />As previously described, the facility is underlain by a geomembrane liner and sub - drainage <br />collection system. Water from the free -water pool (plus any net infiltration from direct <br />precipitation on the surface of the impoundment area) infiltrates the tailing, is intercepted by the <br />impoundment liner and is drained off via the granular subdrain and a network of perforated <br />collector pipes, which are routed under the dam to three outfalls at the downstream toe of the <br />dam. The sub -drain outfall pipes do not collect surface water from the impoundment directly. <br />On Site Visits 1 and 2, the sub -drain pipe outfalls were covered by sediment. Seepage was <br />observed emanating from the embankment slope approximately 5 feet vertically directly above <br />the pipes, and in the surrounding outlet area.
