Refer to <br />the next section below for additional information. <br />BASIS FOR SITE - SPECIFIC PARAMETERS <br />Segment 01a of the Fountain Creek Sub - basin, Arkansas Basin is listed as impaired (Regulation No. 93) for E. call in <br />accordance with Section 303(d) of the federal Clean Water Act. Further, the Division has not yet developed a TMDL for <br />E. coli for this segment. <br />The Division does not expect E.coli in this discharge and therefore no additional limitation or monitoring will be added to <br />the certification. <br />The enclosed permit certification also requires benchmark monitoring of stormwater discharges from the facility to <br />confirm that protection of water quality is provided. The specific parameters and benchmark values applicable to such <br />discharges are taken from the EPA 2008 Multi - Sector General Permit (2008 MSGP) for SectorJ — Non - Metallic Mineral <br />Mining and Dressing. <br />DMR DATA <br />In general, the Division will use the benchmark and site - specific benchmark values listed on the enclosed permit <br />certification to evaluate the DMR data to support development and implementation of TMDLs, and to determine <br />whether the potential exists for the discharge to contribute to and /or cause an exceedance of all water quality <br />standards. Additional information from in- stream monitoring, inspections, or other sources may also be used in making <br />this determination. <br />FEE INFORMATION <br />The Annual Fee for this certification is $75 [Category 07, Subcategory 1B — Sand and gravel without process discharge - <br />storm water only, per CRS 25 -8 -502] and is invoiced every July. Do Not Pay This Now. The initial invoice will be prorated <br />and sent to the legal contact shortly. <br />GENERAL INFORMATION <br />• Changes to the certification: Any changes that need to be made to the certification page, e.g., sampling location, <br />monitoring requirements, etc., must be submitted using the "Permit and Certification Modification form" available on the <br />Division's website, www.coloradowaterpermits.com, and signed by the legal contact. <br />• Monitoring and requirements: Monitoring must occur at the frequency established in the permit certification. Weather <br />conditions may not always allow the permittee to collect a sample during business hours; however, the monitoring <br />frequency established in the permit certification must be met. The Division strongly recommends that the permittee <br />contact a lab prior to setting up a sampling program. <br />Monitoring location(s), i.e., outfails, are locations where stormwater exits the facility property, including pipes, ditches, <br />swales, sheet flow and other structures that transport stormwater. The Division expects the permittee to modify the <br />facility SWMP to include a description of all sampling point(s). Sampling point(s) must be representative of the facility's <br />stormwater discharge, taking into account the facility's pollutants of concern. Separate sampling points must be created <br />where the stormwater runoff chemistry has the potential to be different from, or contain different pollutants than, other <br />areas of the facility. One DMR form is required for each sampling point. <br />• Discharge Monitoring Reports (DMRs) and Annual Reports: The permittee shall establish and maintain records that <br />identify, among other information, the exact location(s) where monitoring is conducted. <br />DMRs must be submitted quarterly as long as the certification is in effect. The permittee shall provide the Division with <br />any additional monitoring data for the permitted discharge that is collected for entities other than the Division. Please <br />contact the Division (303- 692 -3517) if DMR forms have not been received. <br />Additionally, the permittee must complete an Annual Report form and submit to the Division by February 15, each year. <br />
