Construction of the coal mine waste pile will be a phased project with placement of gob starting <br />on the western edge of the pile, and progressing eastward. At the time of this writing, the <br />majority of the gob footprint has been cleared of all organic material and topsoil. <br />No gob was placed within 50' of the underdrain location until the underdrain approved by TR -80 <br />was installed. Page 4b showed the underdrain buffer zone location. Installation of the <br />underdrain was completed during the first week of January 2014 so the buffer zone has been <br />removed from page 4b. <br />Minor Revision 139 approved the placement of gob in the westernmost section of the pit; this <br />section will become part of the gob drying area, as shown on page 4b. The purpose of the gob <br />drying area is to provide an area for temporary storage of gob for drying purposes. End - dumped <br />gob in the gob drying area will be worked with dozers and track hoes to assist in the drying <br />process, and when necessary mixed with coverfill material to expedite drying efforts. Mixing of <br />coverfill material with refuse will be managed to ensure the minimum amount of coverfill <br />material required to cover Gob Pile #3 will be reserved at all times. <br />Trenches will be cut through the end - dumped material to allow better drainage. Berms are <br />constructed in the low areas to collect the water and to keep water from flowing over the <br />outslopes of the pile. Temporary drain pipes are used to convey water that is collected in the <br />low areas to existing stabilized ditches. Water is not allowed to flow over the outslopes of the <br />pile. The pipes only function is to collect water that is draining from the coal mine waste <br />material. The pipes are not an integral part of the surface water control system. The coal mine <br />waste is placed and compacted in the active working area after it is sufficiently dried. <br />It may be necessary to stockpile gob material during the winter months then place and compact <br />the stockpiled gob when weather allows. Stockpiling of gob will commence November 15 and <br />end April 15. Winter stockpiled material will be re- handled and compacted by September 30. <br />Beginning on October 1, the Operator should be compacting all material concurrently, until <br />conditions again require stockpiling. The stockpiling dates listed above should be considered <br />flexible and may change slightly from year to year based on weather conditions. <br />The gob material will be stockpiled in rows generally running from northwest to southeast. The <br />rows of gob will be placed in a controlled manner and overlap will be minimized so there is <br />space between rows to allow for drainage to the southeast. Page 4b provides general guidelines <br />on how the gob will be stockpiled in rows during the winter months. To the extent practicable, <br />rows of stockpiled gob will be placed in the drying area. The stockpiled rows of gob can be up to <br />60 feet wide. With 1.5H:1V side slopes the piles will be 20 feet high. The Operator may choose <br />to construct narrower rows. The area shown on page 4b is reserved for spring compaction. <br />The maximum amount of un- compacted gob in both refuse areas (Gob Pile #2 and Gob Pile #3) <br />will not exceed 375,000 cy total. <br />Coverfill salvaging efforts will continue in the eastern portion of the gob pile. Salvaged coverfill <br />will either be placed in stockpile, for use at gob pile #2, or used for contemporaneous <br />reclamation efforts at gob pile #3. There is an area where topsoil still needs to be salvaged and <br />when complete will be placed in the existing stockpile. <br />Volume XI <br />MR -147 - 4a - 03/03/14 <br />
