The yarder operation uses a cable and bucket system to aerially move material from <br />the top of the quarry to the bottom of the quarry. The slusher operation also uses a cable and <br />bucket system, but the slusher bucket drags material down the slope. The Applicant proposes <br />to use the slusher operation to grade the landslide area by dragging the loose material <br />downslope to construct the reclamation slope. The slusher operation will also be used to <br />remove material around the large boulders and cause them to move downslope to a stable <br />location.
