The slope <br />designs can be seen in the cross sections in Exhibits C -3 through C -6. <br />It is challenging to design roads without disturbing additional areas for switchbacks, because the <br />natural slopes above the current disturbed land areas are so steep. In an attempt to minimize <br />additional disturbed lands, bulldozers will push materials down slope to haul truck or yarder <br />loading areas. Temporary haul roads will be designed from these lower loading areas so that fill <br />and surplus materials can be safely moved down to the fill and temporary stockpile areas. The <br />exact location of access and haul roads are not shown on the figures at this time as this level of <br />detail will be based on field observations during the execution of the Plan. i` these roads are <br />required, Transit Mix Concrete Company will submit a Technical Revision to incorporate new <br />facilities showing the location and size (width and length) of each road into the Mining Plan. <br />This Technical Revision will include a revised facilities map. <br />The Applicant proposes to use a yarder operation whenever moving the material with haul <br />trucks is determined to be unsafe, unfeasible, or cost prohibitive. The yarder operation uses a <br />cable and bucket system to aerially move material from the top of the quarry to the bottom of the <br />quarry. A static cable is elevated with a pole and supported with several guy wires at both the <br />top and bottom endpoints. The bucket travels up and down the cable using pulleys and drive <br />cables. The bucket will be loaded near the top of the quarry, and the material will be dumped at <br />the base of the quarry for processing or use as fill. <br />The Applicant also proposes to use a slusher operation to move material within the landslide <br />area. The slusher operation uses a cable and bucket system to pull material down the slope. <br />Consequently, miners can grade the landslide area from safe working areas. Multiple cables on <br />the uphill side of the bucket allow for lateral control of the operation. The Applicant proposes to <br />use the slusher operation to grade the landslide area by dragging the loose material downslope <br />to construct the reclamation slope. The slusher operation will also be used to remove material <br />around the large boulders and cause them to move downslope to a stable location. <br />Minina Phases <br />The Applicant proposes to mine and reclaim the Site using a phased approach with all mining <br />and reclamation occurring in a top -down manner. Recent inclinometer data suggest the <br />ongoing pitwall movements are progressing northward, and the Applicant proposes to begin <br />mining and reclamation operations at the southern extent of the mine in the Horseshoe Area for <br />safety reasons. The Applicant anticipates mining from south to north after finishing the <br />Horseshoe Area, but the sequencing will be evaluated after each phase. Mining will continue in <br />this manner with the Applicant mining at the top of the slope, filling at the bottom of the slope in <br />advance of the mining operations, and removing and processing limestone where possible.
