Meets requirements for Phase II & III bond release. <br />➢ Cameo Refuse Disposal Area 1 (26.1 acres) <br />Meets requirements for Phase II & III bond release. <br />➢ Cameo Refuse Disposal Area 2 (30.6 acres) <br />Meets requirements for Phase II & III bond release. <br />➢ Cameo Borrow Area 1 (2.5 acres) <br />Meets requirements for Phase II & III bond release. <br />➢ South Fan Borrow Area (0.9 acres) <br />Vegetation is fair. However, there is a significant amount of Halogeton present in this <br />area. During our inspection, the operator pointed out their efforts of treating the weed <br />with spot spraying techniques. Due to the recent application, it is difficult to determine <br />the success of these treatments. <br />➢ 2 West Portals (1.0 acres) <br />Meets requirements for Phase II & III bond release. <br />➢ RS Borrow Area and RS Old Upper Diversion Ditch (5.6 acres) <br />Inspection of this area revealed that a portion of the Rip -rap in this drainage has been <br />washed out and was exposing the geo- fabric liner. However, after a conversation with <br />Mike Boulay recently, I was informed that this maintenance has been performed. <br />➢ RS Refuse Disposal Area including new Upper Diversion Ditch (7.1 acres) <br />Meets the requirements for Phase II & III bond release. <br />➢ Cameo Borrow Area 2 and Coal Gulch (2.1 acres) <br />Meets the requirements for Phase II & III bond release. <br />➢ RS North Portal Mine Facilities Stockpile Area (21.1 acres) <br />At the toe of the east diversion ditch (next to the government highline canal) there is <br />evidence of excessive sediment transport that is encroaching on the boundary line of both <br />the permit area and the affected area. Excessive sediment deposition and the ponding of <br />water in this area are concerning due to its proximity to the government high -line canal <br />and the permit boundary lines. <br />A portion of the North Portal area ( #19 on bond release exhibit SL -08) shows signs of <br />erosion due to sheet flow. Vegetation is not adequate in this area. DRMS has indicated <br />that they will require SCC to commit to the necessary maintenance (i.e., reseeding, ditch <br />cleaning, new hay waddles) before a determination of bond release can be made. <br />Phase III Release Area- Undisturbed Surface Areas (2,147 acres) <br />During our inspection on October 23, 2013, Mr. Fontanari (stakeholder) voiced his concerns both <br />verbally and in writing to DRMS (formal objection) regarding subsidence cracks on and adjacent <br />to his property. He mentioned that these subsidence cracks were directly associated with the past <br />underground mining activities that took place in the area. <br />Several participants were led up to the area of the subsidence cracks referenced by Mr. <br />Fontanari. The cracks that were inspected do support Mr. Fontanari's claim. Mr. Fontanari went <br />on to state that he believes the subsidence cracks that have formed are likely affecting the <br />quantity of water he receives for irrigation purposes. <br />
