Harry Ranney of
CDRMS collected the photos. Janet Bums of CDRMS reviewed and evaluated the photographs.
The HGLO is a partially reclaimed train load out. The HGLO also includes the Tie - Across Haul Road (TAHR).
The loadout is inactive and snowcovered. The weather appears to be cloudy.
HYDROLOGIC BALANCE - Rule 4.05 ❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Impoundments 4.05.6, 4.05.9;
Two ponds remain within the permit area. The Rail loop pond accepts water that drains to the east side of
the load out area. The pond was snow covered but did not appear to hold a frozen pool of water.
The truck loop pond accepts water from portions of the west side of the load out area. The truck loop pond
contained a frozen snow covered pool. The discharge riser was visible well above the ice level, indicating that this
pond was not discharging at the time of the photos.
Collection ditches visible through the snowpack appear intact.
Sediment off the TAHR is controlled by SAES. The photos did not include the length of the TAHR, so
observations were not made on the sediment control along the TAHR east of the load out facilities.
Stokes Gulch and Dry Creek both appeared to be flowing to the south of the permit area. Both creeks were iced
over.
ROADS — Rule 4.03 ❑)❑ Drainage 4.03.1(4)/4.03.2(4)11 Reclamation 4.03.1(7)/4.03.2(7):
The TAHR adjacent to the load out facilities was clear of snow. A vehicle was in the westbound lane at
the time of the photo.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
