PERMIT #: M- 2013 -084 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: February 25, 2014 <br />OBSERVATIONS <br />This was a pre- operation inspection conducted by Eric Scott of DRMS for a pending new 112c permit for the <br />Phillips County Landfill Pit, permitted and operated by Phillips County. DRMS met Phillips County Planner, <br />Randy Schafer at the site entrance from Highway 6 for the inspection. This site is a new stream channel <br />excavation taking place in a segment of Frenchman Creek east of County Road 29 and south of Highway 6. <br />This permit is located entirely on county owned land immediately south of the Phillips County Landfill. <br />The only activities presently within the proposed permit area are the county owned shooting range in the <br />southwest corner of the permit area, and some farming in the south part of the permit. These activities are <br />expected to continue through the live of the operation. There are presently large earth berms located <br />between the range area and the proposed mining area. No structures were observed within 200 feet of the <br />proposed mining area. <br />The site is bounded by a fence on the west and south side and a series of evergreen trees on the southeast <br />corner. The northern permit boundary as proposed follows the north bank of Frenchman Creek, however a <br />portion of the east and all of the northern boundary was not marked at the time of this inspection. <br />As stated on the first page of this report, this issue will need to be resolved by the permittee within 30 days <br />and /or prior to beginning new mining activity at the site. The new permit boundary will need to be clearly <br />marked where it is not already delineated by existing fence. The permittee will need to submit photos of the <br />markers, and GPS location for the permit boundary to the Division to show that this issue has been resolved by <br />March 27, 2014 as stated on the first page of this inspection report.
