Tonya Hammond of Snowcap Coal <br />Company (SCC) was present during the inspection. Weather conditions were sunny and cool. Ground conditions <br />were damp with some snow pack remaining on north facing slopes. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4, Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The primary focus of this inspection was the post -mine topography and permanent drainage features at the North <br />Decline area. During the recent SL -8 bond release inspection conducted in October, 2013, two permanent <br />drainage features at the North Decline were not inspected along their entire length mainly due to time constraints. <br />These include the West Diversion Ditch No. 1 and the East Diversion Ditches No's 1 & 2 which collectively divert <br />clean water away from the disturbed area on either side of the North Decline Road. The inspection began at the <br />West Diversion Ditch (see Photograph No. 1). This permanent ditch is designed as a triangular channel with a top <br />width of 6.7' and a depth of .85' including the .3' of freeboard. The channel meets the design criteria and is stable <br />and well vegetated with grasses and shrubs. The East Diversion Ditch No. 1 is a triangular channel design with .5' <br />total depth including .3' freeboard and a top width of 2.0'. The East Diversion Ditch No. 1 is constructed as <br />designed and is stable (see Photograph No. 2). The East Diversion Ditch No. 2 is a triangular ditch design with a <br />top width of 4.5' and total depth with freeboard of 1.0'. The East Diversion Ditch No. 2 is stable and constructed <br />as designed (Photograph No. 3). No significant erosion or other problems were noted at any of the three <br />permanent drainage ditches described above. <br />Also inspected were the North Decline permanent drainage channel and reclaimed Pond 7. These two locations <br />have been carefully evaluated and will likely be excluded from full Phase II and III bond release pending our <br />forthcoming Proposed Decision and Findings of Compliance for SL -8.
