Oblique aerial photographs were taken on February 24, 2014 and reviewed in the office by Jason <br />Musick of the Division on February 27, 2014. The site was snow - covered and the weather was clear at the time of <br />the inspection. <br />EXPLOSIVES — Rule 4.08 Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The explosives storage area was observed in the photographs and remains stable with no activity noted. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The wastewater treatment ponds, 18 LT Ponds, Pond E, Pond F, Pond G, Pond C, Pond T, Pond D, Area 1 Pit <br />Pond, Pond B, Fish Creek Borehole Ponds, 6MN holding pond and the 6MN sediment pond were observed in the <br />aerial photographs. The Area 1 Pit Pond and Fish Creek Borehole Ponds were holding water. All other ponds <br />were either frozen or dry at the time of the inspection. No problems were noted in the aerial photographs. <br />PROCESSING WASTE /COAL MINE WASTE PILES —Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />The Refuse Disposal Area Expansion was observed. This area was stable with refuse stockpiled near the south <br />east end of the pile and towards the middle of the pile. The RDA was graded with no evidence of instability in the <br />photographs. Both the toe and the head of the underdrain were observed in the photographs.
