February 26, 2014 C- 1981 - 014 /Southfield Mine RDZ
At the RDA, no problems were seen with ditches or with the California Drain Pan at the northwest corner of the
RDA.
The portion of Newlin Creek where a landowner has indicated that there is a losing reach due to subsidence was
inspected for cracks or other indications of mining impacts. No cracks were seen in the area flagged by the
landowner or along the creek for approximately 300 feet downstream and approximately 500 feet upstream of this
area. There was not enough runoff from recent snow storms for the inspector to look for losses in the creek based
on soil moisture observations.
PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ Drainage Control; Surface
Stabilization, Placement:
The perimeter of the RDA was driven and the east side was walked; no rills or other problems were seen.
ROADS — Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and
Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7):
Roads to the facilities area and the RDA were in good shape. The road to the Monarch Mine is still
passable but is narrow in areas due to erosion. Along the road to the Monarch Mine, the downdrain structures
( "socks ") were found to be in good shape, and no problems with culverts were seen.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The portal area, including the area around the truck tunnel, was in good shape; no erosion or large weed
patches were observed.
The rock dust storage SAE was inspected and no problems were seen.
SUBSIDENCE — Rule 4.20:
The area near Newlin Creek where subsidence cracks were repaired (upstream of the Thompson driveway)
was inspected. No new cracks were seen.
While the inspector was looking at Newlin Creek, two landowners stopped and mentioned slumps (possibly
caused by subsidence) near their home and Substation 42. The landowners showed the inspector the area, which
is in brush approximately a '/2 mile south of the substation. They indicated that the land is the Cribbs property.
The inspector did not get close enough to the deeper of the holes to determine the depth (due to safety concerns),
but it looked like it could be more than 15 feet deep. This issue will require a follow up investigation.
SUPPORT FACILITIES - Rule 4.04:
Power Substation 42 was inspected. No erosion on or near the pad was seen. In a previous inspection, it
was noted that a portion of the barbed wire on the fence (approximately 10 feet at southwest corner) has been
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 9
