Trapper Mining, Inc.
C- 1981 -010; PR7
Adequacy Review No. 2
Tlliere is uio highwall reductions do illiuig aid blasting required for 1F or Z dip pits iui that these pits
lliave both beeui uninned out, backfilled, annd graded, aund there is no fnall highevalll to drill & blast.
Tllierefore, iio Drill & blast costs are included iii tllie bo ld estimate.
Witli respect to 1F pit, there should never have beeui a highwall reductioui drill & blast estimate
subunitted evitlli PRO, iui that 1F pit's friial cut (whiclli was iui tllie worst case bo ld Year of 20 t2) tied iii
to the spoils of the previousle unified out Z strike pit o f the east side of 1F pit. The last cut iii 1F pit
had spoil of both sides of the pit (i.e., iio highwall).
Z dip pit does uiot have a lu fall highee all that requires drdhng aid blasting either. K strike pit
iuitersects the lunall unified out cut (# 12) of Z dip pit f oun the southeast. K pit has advanced
uiorthevard bee and the Z dip pit void evhich has beef backlulled ee ith the spoil geuierated frown K pit
uniuiing operations. Thus, there is iio higheeallll requiring drdhng aid blasting, avid therefore, iio costs
for these actie hies evere included iii the PR7 bond estimate.
AE pit drdhng aid blasting costs iv ere i fade erte itllv left out of the originall PR7 Bo id ]Estimate
subunittal. Approxiunatell' `75,000 has beeui included to cover the drilling & blasting costs for AE
pit iii the grading section of the bond estimate as requested by the Divisioui (enclosed Table A -5.1).
b. Division's Response: The Division is conducting a cost estimate based on our November 12, 2013
meeting and the subsequent approvals of the SL 14 and SL 15 bond release applications as well as
the information provided in the adequacy review response.
33. The current cost estimate includes a cost to regrade the K -Pit using a truck/shovel team. Table 1.4 -2 in the
current permit indicates the volume of material necessary to move for this task is 5,644,528 cubic vards.
The proposed table A -4.4 indicates only 2,818,014 cubic yards of material is necessary to complete this
task. This is a reduction of 2,826,514 yards. It does not appear that K -Pit parcels have received Phase I
bond release. Give this; please explain this significant reduction in material volume.
a. Trapper's Response: As per tlne meetinng onn November 12, 2013, the issues regardiIlig the release
of habihty associated evith the Phase Bo id Release process as it relates to the PR7 perunit revision
iv ere addressed (see hewn # 27 response).
At the time that PRO was subunitted (2007), approxiunatelle 5.6 undho i cubic'Yards of unateriall was
estimated to be hauled back frown the Horse Gulch ]Fill (task # 25 in the Bo id estimate) to assist
with the backlull of K pit b- the truck /loader operation. After the PRO subunittall aid the
perforuna ice bouid was estimated, a nnnunber of changes iv ere unade that impacted the design,
volumes, aid methods of backlull iui K pit. Less out of pit spoil was allowed to be placed iii the
Horse Gulch ]Fill (25 unillion cods vs. 35 undho i applied for). 1n addition, Agapito & Associates
changed their recounme idatioui o f the buttress lull oui the uiorth hinits of K pit by iio longer requiring
a buttress at allll. This further reduced available dump rooun. Trapper them hauled approxiunatele 7
unillion c,,\-ds of unatenall frown K pit to 1F pit for ]mall pit backlull there. This still resulted iii over 3
unillion cods of unatenall reunaiuiing that would have to be hauled somewhere else. To address this
issue, a plan was developed to allow the dragh ie operation to remove the M seaun aid Q seaun
interburde is (that evere previousl' pllanmd to be reunoved be the truck/loader operatioui aid taken to
the Horse Gulch Fill) aid to place unore unateriall iii pit-
Note: There is a discrepa ice betweeui the hewn + 25 on the snnunmar page ($7,872,034,99) of the
RN -06 Circes rim aid the hewn # 25 worksheet aunowit ($7,032,
