Memo to PCPC <br /> Re: SUP No. 1999-002 <br /> June 9, 1999 <br /> Page 5 <br /> SEWER <br /> The facility will utilize an Individual Sewage Disposal System for wastewater. A <br /> preliminary Investigation Report from the City-County Health Department indicates the <br /> property appears suitable for the installation of the ISDS. The investigation report <br /> reviewed the proposed ISDS within Sections 13, T22S, R64W and Section 18, T22S, <br /> R65W (the plant site), and was signed by John Hochevar on 2/9/99. <br /> COMPREHENSIVE PLAN <br /> The Pueblo Regional Comprehensive Development Plan, "Pueblo County Plan Map" <br /> depicts the subject property as "Grazing and Other Ag Lands." <br /> The proposed use includes mineral extraction and processing, including cement <br /> manufacturing, which involves a more intensive industrial land use than the agricultural <br /> activities currently utilizing the area. The Comprehensive Plan Land Use Element- <br /> Section B3 discusses Industrial Land Use goals and policies as follows: <br /> B3.1. To have an orderly pattern of industrial development properly related to <br /> other land uses, environmental concerns, and to the area's transportation system <br /> in the Pueblo Region. <br /> 1. Encourage infill development of existing industrial lands and <br /> industrial parks where utility and public services are available. <br /> 2. Determine the logical limits to expansion of industrial uses within <br /> Pueblo Region, taking into account: <br /> -The utilization of existing available facilities and natural resources; <br /> -The location of industries as major employment generators; <br /> -The desirability of certain kinds of industries in regard to meeting <br /> air and water quality standards, type of labor force required, and <br /> general acceptance to the Pueblo environment; and <br /> -the availability of urban services and energy resources. <br /> 3. Encourage reuse of vacated industrial sites when that reuse is <br /> compatible with surrounding land uses. <br /> 4. Promote the aesthetic improvement and positive visual image of <br /> industrial uses, and regulate through development controls the <br /> need to physically and visually buffer new and existing heavy <br /> industries. <br />
