I c t) K 1' () Ic A I I () N <br /> February 18 , 1999 <br /> Mr. Kim Headley <br /> Director <br /> Pueblo County Department of Planning and Development <br /> 1120 Court Street <br /> Pueblo, Colorado 81003 <br /> Re: Grupo Cementos de Chihuahua <br /> Dear Kim: <br /> After being courted by PEDCO for almost four years, Grupo Cementos de Chihuahua recently <br /> announced it will be constructing a new dry-process cement plant south of Pueblo in 1999. As <br /> part of the process of locating its new facility in Pueblo County, the company will be applying to <br /> reinstate a Special Use Permit for the plant site on Verde Road south of the Stem Beach exit. <br /> Please accept this letter in support of the company's application for a Special Use Permit. <br /> Grupo Cementos de Chihuahua is one of the largest cement makers in Mexico. The company <br /> plans to construct a $155 million dollar state of the art facility in Pueblo County. The plant, which <br /> will have a 100 year life span, will produce approximately 1 million tons of cement per year. <br /> Additionally, over 100 full time jobs will be created for Pueblo residents. <br /> The proposed use of the site is consistent with the permitted uses by review set forth in the <br /> Pueblo County Zoning Resolution. Additionally, the extraction of minerals from the site is <br /> consistent with state law favoring the development of mineral rights along with surface rights. <br /> Finally, the $155 million dollar plant will have the latest technology. Like the company's three <br /> year old Samalayuca, Mexico plant, the Pueblo plant will utilize the cleanest cement making <br /> process available, the dry process. For these reasons, PEDCO supports the company's <br /> application for a Special Use Permit covering its site in southern Pueblo county. <br /> Thank you very much for your time and consideration.
