The applicant's primary fuel material for the cement manufacturing kiln shall be <br /> coal and the secondary fuel shall be natural gas, as indicated in the applicant's <br /> submittal. Use of alternative fuels (such as waste tires or hazardous waste <br /> materials) shall require an amendment to this special use permit. <br /> 15. The applicant shall submit a valid Access Easement or proof of right-to-enter for <br /> the subject lands to the Department of Planning and Development prior to <br /> approval of the Special Use Permit. <br /> 16. The applicant shall submit valid executed mineral leases and/or deeds of <br /> ownership for properties covered by this special use permit prior to approval of <br /> , the Special Use Permit. <br /> f17. Train movements into and out of the plant site shall operate so as not to block <br /> ( the Lime Road crossing longer than normal mainline through-traffic passing the <br /> crossing at slow speed. <br /> 18. Prior to authorization of an Access Permit, the applicant shall submit to the <br /> Department of Public Works detailed construction plans prepared by a licensed <br /> engineer, which cover the necessary road improvements to bring the section of <br /> Lime Road from 1-25 east to the entrance into the site, that will result in the road <br /> Z meeting minimum design standards for a minor collector road, rural cross <br /> section. The plans shall be prepared in accordance with the requirements of the <br /> Pueblo County Roadway Design and Construction Standards.
