Memo to PCPC <br /> Re: SUP No. 1999-002 <br /> June 9, 1999 <br /> Page 11 <br /> AGRICULTURAL LANDS MAP <br /> The US Department of Agriculture, Soil Conservation Service, Land Use Map for <br /> Pueblo County depicts the site as "Rangeland and/or Non-Irrigated Pastureland." The <br /> maps are dated August 1973. <br /> MINERAL EXTRACTION MASTER PLAN <br /> The proposed quarry area does not appear to be located within the commercial mineral <br /> extraction zone as depicted in the Pueblo County Mineral Extraction Master Plan Map, <br /> dated September 4, 1975. <br /> QUARRY PLAN <br /> The applicant has not submitted a draft of their Mined Land Reclamation Board Permit. <br /> The Mined Land Reclamation Board will require the applicant submit and obtain <br /> approval of a Mining and Reclamation Plan and post the appropriate performance bond <br /> prior to establishing the mining activity. Given the description of the mining activity by <br /> the applicant as affecting greater than 10 acres, it is presumed the reclamation <br /> application will be for a Construction Materials Regular 112 Operation. <br /> The applicant submitted a Quarry Plan, dated April 4, 1999, describing the extent and <br /> duration of the limestone mining by open pit methods. In addition, the plan presents a <br /> description of possible soil erosion and prevention of any discharges of sediment. Also <br /> included are the measures to be used to suppress and mitigate fugitive dust produced <br /> by the mining activities. The plan proposes grazing as the post mining land use. <br /> Summary of Mining and Reclamation Plan <br /> With a total thickness exceeding 30 feet, (actual thickness is variable due to <br /> quality and erosion) the extraction of the Ft. Hays Limestone Unit will be <br /> conducted by an open pit type operation. Mining activities will be conducted with <br /> two shifts per day, based on an 8-hour shift period, with a six-day work week. <br /> Mobile equipment will be used such as scrapers, loaders, rock trucks, and water <br /> trucks. An 8.26 acre box cut (1200 feet long by 300 feet wide by an average of <br /> 45 feet deep) will be completed to initiate the operation. This initial opening will <br /> remain open and contain the primary crusher and conveyance system mostly <br /> below the normal surface elevation.
