7.0 CONCLUSIONS

In accordance with our responsibilities as the Certifying Engineer and as the Quality Assurance
Consultant for construction of the LOB, and per the requirements of the various applicable
DRMS approvals, AMEC Earth and Environmental (AMEC) attests that it observed and
performed the required CQA activities during construction of the LOB. Based on daily
communications with AMEC personnel, observations made during on -site visits, and review of
the laboratory and field test results, AMEC attests that the LOB was constructed in compliance
with the design plans and specifications as described in this document.
