CITY C <br />LA <br />February 5, 2014 <br />State of Colorado <br />C O L O R A D O <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Permit M -1977 -572, 112c Annual Report <br />The City of Lamar provides the following narrative to accompany the Annual Report for 2013 <br />relative to the reclamation work for the above referenced Permit for the Lamar East Pit. The City <br />of Lamar acquired title to the property on April 30, 2013. On May 14, 2013 the City entered into <br />an agreement with Colorado Parks & Wildlife for joint management of the property and the <br />contribution of approximately 35 acre -feet of CP &W water to meet Substitute Water Supply Plan <br />requirements for the ponds on the property. On August 26, 2013 the City of Lamar initiated <br />annexation of the property into the City of Lamar. Annexation was completed in October 2013. <br />In partnership with Colorado Parks & Wildlife, the farthest West pond on the property, referred <br />to as Pond 1 was prepared to be opened to the public for fishing. Attachment A to the City's <br />Annual Report, shows the work that was done in the area of Pond 1 to prepare the area for <br />public access. Preparation included grading of the pond banks, removal of debris and cast -off <br />concrete, the construction of two parking areas, installation of fencing, construction of an access <br />road, grading of a temporary boat launch ramp, and weed and Tamarisk removal in the area. <br />In addition to the work done in the area of Pond 1, Tamarisk removal and weed control was <br />conducted throughout the entire site South of the Arkansas River as indicated on Attachment B <br />to the City's Annual Report. Pond 1 was formally opened for public access and fishing on <br />September 7, 2013. The City has designated the project area as the City of Lamar North Gateway <br />Park. Public access to areas of the property East of Pond 1, beyond the area developed as an <br />access road has been restricted through the use of fencing and signage. It is the intent of the <br />partners to restrict public access to this area until re- vegetation of the site is better established. <br />As the City and Colorado Parks & Wildlife have continued to work together throughout 2013 and <br />2014 a preliminary development plan has been formalized and committed to paper.
