Prior to February, 2008 topsoil was stripped from the Morgan Property <br />utilizing a "single lift" method whereby the A and B soil horizons were not <br />separately stripped and stockpiled, but rather the two strata were comingled in a <br />single pile. In late 2007 the Morgans observed WFC removing Barx topsoil from the <br />Morgan Property and placing same on adjacent lands owned by others. This soil <br />removal totaled approximately 190,000 cubic yards, based on the estimates of the <br />Morgans. R. 7895. <br />7. Records compiled by DRMS and WFC in the permit document a topsoil <br />deficit on the Morgan Property of approximately 89,954 cubic yards, which <br />necessitated the use of a "Bench 1" substitute topsoil on the eastern portions of the <br />Morgan Property which had been disturbed prior to February, 2008.
