Mr. Boyd stated that "[t]his proposed <br />irrigation design provides the most efficient and flexible system for the conditions <br />presented .... With proper management, this irrigation system will adequately <br />irrigate 97.5 acres of alfalfa with 60 shares of CC Ditch water." R. 6319, third <br />paragraph. <br />17. The aspects of PR -6 regarding topsoil handling and the detailed 10- <br />year plan for revegetation using alfalfa were worked out with NRCS and the <br />Morgans. R. 7321:15- 7323:17; 7381:9 -13. In August 2008, Walsh Environmental Scientists and Engineers, LLC <br />prepared a report ( "Walsh Report") (R. 2615 -43), to evaluate the Bench 1 material. <br />The Walsh Report, upon which DRMS relied in approving TR -57 in March, 2009, <br />concluded that the Bench 1 material was suitable for use as subsoil on the <br />easternmost 20 acres of the Morgan property.
