The Operator must update the sign off of Hwy 93 and submit photographic <br />documentation to the Division by the new corrective action due date. <br />The purpose of this inspection was to evaluate the southern portion of the site before final reclamation <br />begins. Two areas of concerns were discussed and observed during the inspection, a highwall along the <br />southern permit boundary and the water retained in several areas. <br />The highwall is approximately 335 feet long and 8 -10 feet high. The eastern 100 feet of the highwall was <br />estimated at a 1H:1V slope and the remaining slope was estimated at 2H:1V with a 3 foot vertical slope at the <br />top of the highwall. The Division will require the Operator to reduce the highwall to the future reclamation <br />slope, following the pending technical revision to revise the reclamation plan, by backfilling and /or cutting the <br />slope from above to create the appropriate grade. <br />Standing water was observed at several locations on the site and can be seen on aerial photographs. The <br />source of the water, groundwater or stormwater, is not clear. The Operator believes the water is stormwater, <br />which is unable to penetrate the clay layer on the pit floor. The Colorado Department of Public Health and <br />Environment (CDPHE) require stormwater to be release or absorb into the ground within 72 hours of an event. <br />If the source of water is stormwater the areas will need to be backfilled or breached and graded to eliminate <br />the exposed water. The Division recommends the Operator contact the CDPHE directly for assistant with this <br />issue. <br />If the source of water is groundwater, the Operator must demonstrate the exposed groundwater is pre -law <br />exposure or provide documentation from the Division of Water Resources a final augmentation plan has been <br />approved exposed water or backfill the areas two feet above the groundwater level. <br />Photographs taken during the inspection are attached. <br />Page 2 of 4 <br />
