Blue Mountain Energy, Inc.
2013 Stormwater Annual Report
Permit Certification No. COR- 040172
ATTACHMENTS
A. Inspections were made and maintenance actions taken to ensure compliance with the
permit. No violations of the Stormwater Permit were noted. Current BMPs are
working properly. Routine maintenance performed including ditch cleaning and
sediment removal when and where warranted.
During 2013 we saw a near normal winter with much lower than normal precipitation
during May through August (1.12" vs. 3.50 "). September and October were
unusually wet months with over 3" of precipitation recorded each month. Overall,
2013 had above average precipitation with 12.64 inches compared to the average
annual precipitation of 10.02 inches.
No storm event with unusually high intensity was noted. However, a very wet and
heavy snowfall occurred on October 4th (1.43" of moisture). Little runoff resulted
from this event.
Minor changes were made to the Stormwater Management Plan to update the context
of the Plan's description of the Deserado Mine. The SWMP map was also updated to
show our current Mining Permit Boundary and approved mine plans. Since the
SWMP incorporates BME's Mining Permit by reference most changes are reviewed
and addressed within the context of the Mining Permit administered by the Division
of Reclamation, Mining and Safety. Several changes were made to the Mining
Permit but none that altered BMP practices regarding control or management of
stormwater.
B. First quarterly inspection — March 27. Site in compliance with Stormwater Permit.
Second quarterly inspection — June 25. Site in compliance with Stormwater Permit.
Third quarterly inspection — September 26. Site in compliance with Stormwater
Permit.
Fourth quarterly inspection — December 19. Site in compliance with Stormwater
Permit.
Quarterly inspections were conducted concurrent with State oversight inspections
from the Colorado Division of Reclamation, Mining and Safety. Oversight was also
provided by the USDI Office of Surface Mining Reclamation and Enforcement
during the March inspection. Many other inspections occurred throughout the year to
identify and address potential problems in specific areas. Maintenance and repairs
were performed to address issues while maintaining compliance.
