and installed on areas previously reclaimed by the Division: <br />1. Biochar was spread on Road B. <br />2. All of Road B and the first mile of Road D were ripped with a bulldozer. <br />3. An alluvial fan was installed on Road B to mitigate a land slide. The fan was designed to <br />prevent large amounts of sediment from reaching the South Fork of Dutch Creek. The area <br />was several acres in size and had an electric fence around it to exclude cattle. <br />4. An electric fence was installed around several ripped plots on Road D to exclude cattle. <br />5. An electric fence was installed around approximately 2 acres on the Sutey Pile for <br />experimental revegetation studies. <br />These activities are not coal mine related and the Division was not part of the project review <br />process. These areas were inspected but not sampled for vegetation documentation and are <br />proposed to be released from the Division's jurisdiction. <br />VII. Summary <br />The Coal Basin Mine is a revoked - permit site. Reclamation was completed by the Division's Inactive <br />Mines Reclamation Program using the forfeited reclamation bond. None of the forfeited <br />reclamation bond remains to accomplish additional work at the site. At least ten years have passed <br />following the final reclamation and seeding of the site. The reclaimed vegetation has established a <br />self- sustaining community that supports the post- mining land use of rangeland, wildlife habitat and <br />recreation. One comment was received concerning the Termination of Jurisdiction process from <br />the public. No comments were received from the land management agency. Two representatives <br />for the U.S. Forest Service attended the final inspection and indicated they had no objection to the <br />Termination of Jurisdiction. No one from the public attended the final inspection. <br />VIII. Proposed Decision <br />The Division finds that all surface coal mining reclamation operations have been completed in <br />accordance with the approved reclamation plan and meet all requirements of the Rules and the Act, to <br />the extent possible considering the revoked nature of the permit.
