Box 483 Director <br />Paonia, CO 81428 <br />Re: Bowie No. 2 Mine (Permit No. C- 1996 -083) <br />4t" Quarter 2013 Coal Mine Waste Bank Inspection and Instrumentation Monitoring <br />Dear Mr. Bear: <br />The Division has received and reviewed BRL's report of the 4th Quarter 2013 Coal Mine Waste Bank <br />Inspection and Instrumentation Monitoring for the Bowie No. 2 Mine. The report included all of the <br />information required by Rules 4.10.1 and 4.09.1(11), and noted no appearance of instability, structural <br />weakness, or other hazardous conditions. Observations on the gob piles are consistent with Division <br />observations during the quarter. <br />The report confirms removal of the tree that was observed in the East Diversion Ditch of Gob Pile #2 <br />during the 3rd quarter inspection of the gob pile. <br />The report includes documentation of the construction of the Gob Pile #3 underdrain, including color <br />photographs, as required by Rule 4.09.1(11)(c). <br />The report indicates that all of the compaction tests passed, and that there are currently no outstanding <br />density test failures. This is consistent with the Division's record of compaction tests. <br />In the Vibrating Wire Piezometers (VWP) section of the Summary of Instrumentation Monitoring, the <br />first paragraph describes the series of VWPs that have been installed at CWDA No. 2. Please revise this <br />paragraph to include the date (month and year) for those that were damaged and fell out of service. <br />Also, please add a sentence which indicates that the locations of the VWPs are shown on the <br />Instrumentation Site Plan. <br />The first paragraph of the VWP section refers to BGI (2009) for completion details of VWP -06 through <br />VWP -08. Please include this document (it was the 2nd Quarter report for 2009) in the list of References. <br />The Division has been unable to locate specific information regarding the installation of VWP -09 and <br />VWP -10. Details for VWP -01 thru VWP -05 were provided in Tables 1 and 2 of BGI (2006), and BGI (2nd <br />Qtr 2009) provides information on VWP -06 thru VWP -08. Please provide comparable details for the <br />completion of VWP -09 and VWP -10 (Northing, Easting, Borehole Elevation, and Piezometer Elevation). <br />The second paragraph of the VWP section discusses pore pressure measurements taken during the <br />subject quarter. The fourth sentence states, "Readings at these piezometers have generally decreased <br />since they were installed." This general statement is not supported by the graph presented in the <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
