designated as "Areas 1 and 2" on the Exhibit 12 -2 map have been granted a small area <br />exemption. Finally, a small area exemption has been granted for the H -G Shallow Well No <br />and associated pipeline corridor. <br />Water Consumption <br />Water used for dust suppression, showers and other operations at the Loadout was piped in from <br />a well in the Yampa River alluvium (H -G Shallow Well No, 1), located two miles north of the <br />Loadout. Hayden Gulch Terminal owns the water rights for H -G Shallow Well No. 1 well, <br />including additional 90 -acre feet of water rights in the downstream Walker Irrigation Ditch. <br />These water rights can be used to compensate any downstream users due to consumption of <br />water at the Loadout. H -G Shallow Well No. 1 was abandoned and sealed in November of 2011 <br />when the facilities area was reclaimed. An abandonment report is found in Appendix 7 -4 of Tab <br />7 in the permit. According to Hayden Gulch Terminal, LLC personnel, water utilized for dust <br />suppression on the TAHR is supplied by the Hayden Power Station. Please refer to Volume 2, <br />Tab 21 of the permit application and Sections A (Item 15) and B (Item XII) of this document. <br />Waste Disposal <br />There is no acid - forming or toxic - forming waste generated at the Loadout. All non -coal waste <br />has been disposed of offsite. All necessary measures have been taken to insure that all materials <br />used at the Loadout do not impact surface or ground water systems. At the writing of these <br />findings, the Loadout facilities have been removed from the site and the area reclaimed. The <br />office trailers were being prepared for removal from the site at the end of 2013. <br />A small temporary waste storage (TWS) pile has been previously permitted on the north side of <br />the TAHR. This TWS pile is located west of the intersection with an access road to the Mesa <br />Gravel Pit (Exhibit 13- 11.5). <br />Description of the Reclamation Plan <br />The reclamation plan for the HG Loadout is found in Tabs 16 through 20 and 23 of the permit <br />application. A partial summary of this plan is given here. For a more complete summary and <br />references to specific portions of the permit application, see Section B of this document. <br />Within the 391.2 acres of approved permit area, approximately 202.1 acres have been disturbed <br />by the mining - related operation. The 202.1 acres includes small acreages that were disturbed <br />immediately after the loadout closed down to facilitate final reclamation. Permit Revision PR1 <br />added 214.7 acres of permit area, 96.6 acres of disturbed area, and 96.3 acres of affected area to <br />the Hayden Gulch Loadout permit with the addition of the Tie - Across Haul Road (TAHR). <br />Backfilling and Grading <br />Facilities that have been removed during reclamation include: buildings, access road, haul roads, <br />ramps, and coal stockpiles. Office trailers, power lines and poles, plumbing to one of the trailers, <br />a graveled parking area, graveled sidewalks, fencing, and the rail loop remain in 2013.
