Ms. Wiebers
February 1 l , 2014
Page 4
18. As required by Rule 6.4.6(a), the Reclamation Plan Map must show proposed topography of
the area with contour lines of sufficient detail to portray the direction and rate of slope of all
reclaimed lands. Please revise the Reclamation Plan Map accordingly.
6.4.7 Exhibit G — Water Information
19. As required by Rule 6.4.7(4), please specify the projected amount from each of the sources of
water to supply the project water requirements for the mining operation and reclamation.
20. As required by Rule 6.4.7(2)(c), please submit a brief statement or plan showing how water
from runoff from disturbed areas, piled material and operating surfaces will be managed to
protect against pollution of either surface or groundwater, both during and after reclamation.
If this information has been addressed through prior permitting actions, then please specify
where the Division can review this information.
21. Please indicate if the well and well access road will be reclaimed following the completion of
mining operations. If the well and well access road will remain, then please specify how the
well will be utilized in conjunction with the post- mining land use.
6.4.8 Exhibit H — Wildlife Information
No comment.
6.4.9 Exhibit I — Soils Information
No comment.
6.4.10 Exhibit J — Vegetation Information
No comment.
6.4.11 Exhibit K — Climate Information
No comment.
6.4.12 Exhibit L — Reclamation Costs
22. The reclamation cost estimate provided by the Applicant is from 1998 and includes the cost
of reclaiming the Rex Quarry (M- 1977 -304). Also, the defined mining and reclamation
phases at both the Owl Canyon Quarry and the Rex Quarry have been revised. As a result,
this information is not sufficient for the Division to complete a reclamation cost estimate for
the Owl Canyon Quarry. As required by Rule 6.4.12(1), the Operator must provide all
information necessary to calculate the costs of reclamation that would be incurred by the
state. The Division requests the following information:
a) Specify the maximum number of acres that will be disturbed; all reclamation calculations
must be based on the maximum allowed disturbance. (The 2013 Annual Report states
there is currently 93 acres of affected land)
