Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />R - Processing Waste <br />N - Topsoil <br />COMMENTS <br />JRS <br />This was an aerial inspection of the West Elk Mine conducted by Jim Stark of the Colorado Division of <br />Reclamation, Mining and Safety. The photographs were taken by Harry Ranney also with the Division. The <br />weather was clear and the ground was mostly covered with snow. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization, Placement: <br />- The RPE outslopes were covered with snow but appeared to be stable at the time of the photographs. There were <br />no erosional problems noted on these slopes. The snow has melted off of the working surface of the pile. The pile <br />appears to have positive drainage and there was no water pooled up on the surface of the pile. There is some <br />equipment (that is used for the RPE and RPEE operations) being parked on the pile but it is not causing any issues. <br />- The RPEE and the rock buttress were covered with snow but appeared to be stable at the time of the inspection. <br />There were no erosional problems noted on any of the outslopes of the pile. The snow has melted off of the <br />working surface of the RPEE. The pile appears to have positive drainage and there was no water pooled up on the <br />surface of the pile. There is some equipment (two excavators used for the pile) being parked on the pile but it is <br />not causing any issues <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The haul roads to the main facilities area, RPEE and Sylvester Gulch were all well maintained and stable at the <br />time of the inspection. There were no erosional problems noted on any of the roads. The HR -1 slide area remains <br />stable, with no movement or erosional problems noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The main facilities and coal stockpile areas were stable at the time of the inspection.
