January 23, 2014 C- 1980- 007/West Elk Mine <br />JRS <br />overflow spillway. Both pond embankments were covered with snow but appeared to be stable. No erosional <br />problems were noted on either pond embankment. <br />- All of the ditches were covered with snow but there was no water flowing out of any of them and onto the roads. <br />The snow acts as an insulating blanket and allows the water to flow underneath. <br />GENERAL MINE PLAN COMPLIANCE: <br />- West Elk is currently mining in longwall panel E4. They are at station 22 +50 at approximately cross -cut 14. <br />They have completed the longwall panel E5 headgate and were working on developing the longwall panel E6 <br />headgate (they are at station 27 +20 at cross -cut 16). They are also working on extending the E -Seam South <br />Mains. All of the mains were developed to cross -cut 79. The first three entries were extended to cross -cut 84. All <br />of the mining at the West Elk is progressing as permitted and shown on approved Map 51 - E -Seam Projected <br />Operations. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- The RPEE was inactive at the time of the inspection. The haul road is closed due to snow a bit after the first <br />turn. The RPEE was viewed from old Colorado Highway 133 (across the North Fork of the Gunnison River). The <br />RPEE and rock buttress were covered with snow but appeared to remain stable. <br />- The RPE was also inactive at the time of the inspection. The RPE was well graded and appeared to be stable. <br />The reclaimed slopes were all covered with snow but appeared to be stable as well. There were no erosional <br />problems noted on the RPE at the time of the inspection. West Elk is scheduled to move the longwall in early to <br />mid spring. Once it starts back up they will begin washing coal again and both refuse piles will be used. <br />- The LRP was covered with snow but appeared to remain stable at the time of the inspection. There were no <br />erosional problems noted on the reclaimed slopes of the LRP. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03. 1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The haul road to the Sylvester Gulch facilities area was mostly dry at the time of the inspection. The road was <br />stable and well maintained and no erosional problems were noted. <br />- The main access/haul road is a paved road. The road was well maintained and stable and no problems were <br />noted at the time of the inspection. <br />- The road to and around the mine portals was stable and well maintained at the time of the inspection. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The HR -1 slide area was observed from above (on HR -1), below (from the RPE pond) and from old Colorado <br />Highway 133 (across the North Fork of the Gunnison River). The slide area was covered with snow but appeared <br />to remain stable.
