Page 2 of 3 <br />placed on Gob Pile #1, and Benches #1 and #2/ #3/ #4 of Gob Pile #2. The material <br />placed on those areas was placed at a depth of 4'. The revised proposal is to place 3.5' <br />of cover on all of the gob areas. BRL presents a calculation to demonstrate that a total <br />of 263,135 cy of cover material will be required to cover the gob piles at a depth of <br />3.5'. Unless BRL is proposing to remove and relocate the upper 6" of material on Gob <br />Pile #1 and Benches #1 and #2/ #3/ #4 of Gob Pile #2, the 6" of surplus material cannot <br />be included as available material for other areas of the gob pile. Please revise the <br />material balance to differentiate between material placed and material available for <br />placement, and update the balance accordingly, or clarify that BRL is proposing to <br />relocate a portion of the previously placed cover material. <br />ii. BRL, in Appendix A of Volume IX, has provided an updated estimate of the volume of <br />stockpiled topsoil. The revised estimate is considerably lower than the previous <br />estimate (42,472 cy as opposed to 72,521 cy approved with TR -76). Please explain <br />why the available topsoil volume estimate has decreased, and demonstrate that <br />this change is consistent with the requirements of Rules 4.06.2(a), 4.06.2(b), and <br />4.06.4(2)(a). <br />c. DRMS requested a map showing the location and depth of topsoil replacement to date. <br />BRL has indicated that no topsoil has been replaced in any of the gob pile areas. The <br />response is accepted and this item is resolved. <br />6. a. BRL has provided an updated Map 32, as requested. This map was also revised under <br />TR -84, and it looks like the versioning of the maps is out of sequence. The latest version <br />of Map 32 submitted with TR -77 (January 7, 2014) shows topsoil replacement occurring <br />east of Topsoil Stockpile F, in the Barnes field. Under MR -141, BRL indicated that no <br />disturbance would occur in this area. Please revise Map 32 to remove the topsoil <br />replacement hatching shown on the Barnes field east of Topsoil Stockpile F. <br />b. The January 7, 2014 version of this map also indicates a 2.6' replacement depth for <br />areas receiving Stockpile F and F1 soils. The TR -84 version indicates 1.0'. Please explain <br />the discrepancy and if necessary revise the map with the correct proposed <br />replacement depth, and (see Item 10, below) demonstrate that this change is <br />consistent with the requirements of Rule 4.06.4(2)(a). <br />7. The previously approved topsoil replacement depth for the Gob Pile #1/ #2/ #4 disturbance <br />area was 0.9'. BRL is proposing, on page 14 of Volume IX, to reduce the replacement depth <br />to 0.5'. Please provide additional information, in accordance with Rules 2.05.4(2)(d) and <br />4.06.4(2)(a), to support this proposed reduction. <br />BRL, with the application for TR -84, proposed a revised material balance for Gob Pile #3. The <br />material balance for all of the gob piles is intertwined, given that BRL is proposing to use excess <br />cover material from Gob Pile #3 to cover Gob Pile #2. As such, the Division requested that BRL <br />remove from TR -84 any proposed changes to the topsoil and subsoil handling plan, so that all <br />material handling plans for both gob areas would be reviewed under TR -77. We have the <br />following comments on the submittal for the Gob Pile #3 material handling plan. <br />
