I stopped at the office of Bowie Resources, LLC, to <br />inform Basil Bear that I would be conducting the inspection. <br />Several inches of fresh snow fell overnight and during the morning, prior to the inspection. The <br />West Mine and East Mine were inaccessible due to snow, and low cloud cover prevented my <br />even being able to see the West Mine from the access road above. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />All three access points to the Paonia Loadout were open and accessible by vehicle. The few <br />inches of fresh snow had not yet been plowed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• Work continues on the project to remove the track and ties from the railroad spur that once <br />served the Paonia Loadout. <br />At the time of the inspection, a crew of four was using prybars to loosen the ties from the <br />segment of line southwest of the Black Bridge Road underpass. This part of the process <br />appears to be highly labor- intensive. <br />Rails and ties have already been removed from the Wye at the northeastern end of the <br />Loadout area, and the segment north of Black Bridge Road. Ties have been stockpiled for <br />later removal from the site. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were issued as a result of this inspection, and none are pending. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 2 Page 2 of 5 <br />
