Bill Bear was available to represent the operator, Bowie <br />Resources, LLC, throughout the inspection. <br />The North Fork area received fresh snow during recent weeks, and it was snowing lightly at the time of <br />this inspection. The temperature was in the high 20's. <br />FISH and WILDLIFE — Rule 4.18: <br />• A pair of Bald eagles was sighted just south of Bowie Road, to the west of Hubbard Creek. <br />• Fresh deer tracks were seen in the snow, and we noted that the western end of Pond H appears to be a <br />popular path for the deer as they access the river below. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />We visited Ponds B, C, D, F, H and J. All of the ponds were snow - covered. Ice was visible in Ponds <br />C and F, where the snow had been blown away from the surface. The remaining ponds appeared to <br />be dry beneath the snow. <br />• Mr. Bear said that only Pond B discharged in January. <br />GENERAL MINE PLAN COMPLIANCE: <br />• The longwall is currently producing from panel B -14. Development work is occurring in panels B -16 <br />and B -17, and has been completed in panel B -15. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />• Coal Mine Waste Disposal Areas 1, 2, and 4 are currently inactive.
