The "Section 2.06.6 (Rule 4.25) Prime Farmlands" provides information regarding the <br />identification of Prime Farmlands, topsoil removal and replacement, topsoil storage, <br />subsoil quality, revegetation plans, NRCS review, and productivity reestablishment <br />and revegetation success determination methodologies. The pages 2.06.6 -1 through <br />2.06 -7 cross — reference other pertinent information sections already addressed above. <br />The Attachment 2.06.6 -1 (Morgan Property Stockpile Sample Core Data) provides core <br />log, particle size, chemical and nutrient data for the stockpiles located on the Morgan <br />property. <br />The Prime Farmland designation criteria and conclusions are described in Section <br />2.06.6 and in Section 2.04.10. The Morgan property includes 87.03 acres of Prime <br />Farmland and the WFC (formerly Johnson) property includes 4.76 acres of Prime <br />Farmland. <br />Soil replacement methods and requirements are described in Section 2.06.6 and in <br />Section 2.05.4(2)(d). <br />The Prime Farmland areas will be reclaimed to Irrigated Cropland. Revegetation <br />success and establishment of productivity equivalent to or higher than surrounding <br />nonmined areas is required and will be assessed using a reference area. The details of <br />the revegetation methods and requirements, reclamation and reference area <br />management, and success criteria are described with this Section 2.06.6 and <br />2.05.4(2)(e). <br />The NRCS was provided a full copy of the PR 8. The NRCS notified the Division that <br />the "In reviewing the materials submitted for this revision it appears that the Prime <br />Farmlands issue is addressed adequately" by letter dated January 10, 2014. <br />The above - referenced application materials are hereby incorporated by reference, and <br />found to be in compliance with Rules 4.25 and 2.06.6. <br />XVIII. Mountaintop Removal — Rule 4.26, Operations on Steep Slopes — Rule 4.27, Coal <br />processing Plants and Support Facilities not Located at or Near the Minesite or not <br />Within the Permit Area for the Mine — Rule 4.28, In -Situ Processing — Rule 4.28 <br />This section does not apply to the New Horizon Mine. <br />XIX. Cessation of Operations — Rule 4.30 <br />The PR 8 application does not affect or modify previously issued findings and <br />approvals pertaining to cessation of operations. <br />12 <br />
