Box 670 <br />Hayden, CO 81639 <br />Re: Yeast Mine, C1994 -082, SL5 Preliminary Adequacy Review <br />Dear Mr. Karo: <br />The Division has reviewed Yoast SL5 bond release application for adequacy: <br />Please find the Division's following commentsaor concerns: <br />COLORADO <br />D I V I S I ON OF <br />RECLAMATION <br />MINING <br />SAFETY <br />John W. Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Loretta E. Pineda <br />Director <br />The application provided a discussion regarding Phase I bond release. However, there is no <br />discussion or detail that provides information to allow the Division to evaluate drainage control <br />on the bond release block in accordance with Rule 3.03.1(3)(a). <br />Please provide: <br />A. A discussion and drawing (or figure) of the sump /stock tank. There is no discussion or <br />depiction of the sump /stock pond located at the south end of the bond release block on <br />the map included with the SL5 application, "Exhibit A ". <br />B. Please demonstrate that this sump /stock tank has the appropriate permits from DWR or <br />has been designed in accordance with DWR requirements (i.e. it does not exceed size <br />limitations and has the necessary spillway and /or freeboard.) and meets requirements as <br />applicable to Rule 4.05.9(13). <br />C. The map provided by SCC did not include any topographic contours or show the location <br />of the sump /stock tank. Please provide a map or drawing (or figure) that provides <br />adequate topographic detail to allow the Division to determine runoff direction and <br />identify constructed features, i.e. sump, drainage channel, culverts, etc, Rule 3.03.1(3)(a) <br />and Rule 2.010.30). <br />The bond release block has been approved for a post- mining land use of commercial /industrial. <br />However, SCC needs to provide a discussion how the site has been stabilized and not eroding. If <br />the site or portions thereof have been vegetated, please provide a discussion of what is growing in <br />accordance with Rules 4.15.10 (2) and (3) apply to the bond release block being requested. A <br />statistical analysis is not necessary. Routt County Road and Bridge Department required the <br />contractor that conducted the traffic circle construction to seed the area.
