C -1992 -080 File 30- Jan -2014 <br />Permit Acreages Page 3 of 4 <br />(PRSA), Topsoil Stockpile #2, South Pit Drill Pad, the main haul road, and ancillary areas. SL- <br />03 was approved in Apr -2008. <br />In Mar -2011, SL -04 granted Phase I release for reclamation accomplished in 2008 at Sediment <br />Ponds 1 and 2, Topsoil Stockpile #8, the Equipment Area, the East Collection Ditch, and the <br />Carbon Junction Permanent Diversion. Topsoil Stockpiles #4 and #7, which were later approved <br />for retention as permanent features under TR -16 in Jun -2010, also received Phase I release. <br />Phase Il release was granted for all of the known disturbed areas. <br />The only remaining area for which Phase I and II bond release has not been requested or granted <br />is 2.20 acres in the Carbon Junction Channel, upstream of the Permanent Diversion. This area <br />was graded, topsoiled and seeded in Nov -2013 in response to Notice of Violation CV -2013 -005. <br />Carbon Junction Mine Disturbed Area <br />I was unsuccessful in my efforts to construct an accurate accounting of the disturbed area for the <br />coal permit from permit issuance to the present. Acreages reported on the Division's Decision <br />Forms were not regularly updated to reflect changes that were made, and the permit text (Section <br />2.05) was frequently inconsistent from one version to the next. The table submitted with each <br />year's Annual Reclamation Report from 2006 thru 2012 showed 59 acres proposed for <br />disturbance. Beginning with 2007, 45.31 acres were listed as having been disturbed. <br />In order to make an accurate estimation of the current disturbed acreage, I utilized the La Plata <br />County GIS website. The site includes a tool which computes the acreage of an area of interest, <br />as outlined by the user. A tabulation of the areas I measured is provided here.
