Section 2.05.6(1)
Air Pollution Control Plan
New Horizon Mine
1.0 Introduction
The New Horizon Mine will generate air pollutants from excavation and reclamation operations
throughout its mine life. Control and minimization of these pollutants will be achieved by
temporary spoil compaction, watering of disturbed areas as needed, topsoiling and revegetation
of areas, and other methods. The complete list of pollutants and controls is listed in the
renewed Air Pollutant Emission Notice (APEN) application from December 2010 that is attached
to this section.
The 2010 APEN mentions a 1994 letter from CDPHE regarding a waste oil burner. This letter is
attached to this permit section, but it must be noted that the letter is from May 1994, as
opposed to the March 1994 date listed in the APEN.
Control measure 6 of Air Permit No. 88MO234F indicates the following: All areas disturbed for
more than 120 days shall be compacted, treated with chemical stabilizers per manufacturer's
specifications, watered as needed and revegetated within one year to control particulate
emissions. Therefore, WFC is proposing to use a chemical stabilizer known as Envirotac II
supplied by Environmental Products and Applications to satisfy this condition of the air permit. A
Product Information Sheet and Material Safety Data Sheet (MSDS) have been included in
Section 2.05.6(1). Mixture concentrations and application rates and time frames may vary per
the manufacturer's specifications and the chemical solution will be applied to the disturbed
areas using a water truck.
Revised Dec 2013 (MR -88)
2.05.6(1) -1
