county road just prior to the beginning of the loop track. Trains enter the western branch and <br />continue around the loop and exit from the eastern branch and proceed back northward to the <br />Union Pacific connection <br />The profile grade for the spur was designed to follow the natural terrain, and to minimize <br />excavation and embankment requirements and maintain the required train operation <br />conditions. The excavation and embankment slopes are 2H:1 V or flatter. Prior to excavation <br />and embankment construction, the topsoil was removed and stockpiled for later use in the <br />reclamation of the railroad. The topsoil stockpile was seeded to prevent erosion. <br />The railroad spur crosses the Walker Ditch (a privately -owned irrigation ditch) and the loop <br />track crosses Dry Creek at two locations. Each of the crossings is made by using culverts. <br />The loop track is long enough to handle a unit train consisting of 77 cars. The railroad spur <br />and loop are designed to provide enough trackage so the County Road 37 will not be blocked <br />during loading /unloading operations. <br />The permit boundary (i.e., the rail spur) crosses two public roads — US Highway 40 and <br />Routt County Road 37, as well as one private road that accesses a parcel of private property <br />in the E' /2 of Section 10 (see Exhibit 3 -1). To assure that the interests of the public and <br />landowners are protected in accordance with Rule 2.05.3(3)(c)(v), there are existing grade - <br />crossing traffic control devices at Highway 40 (railroad crossing signs, flashing lights and <br />gates) and Routt County Road 37 (railroad crossing signs and flashing lights). As part of the <br />Loadout's Routt County Special Use Permit, HGTI committed to updating the two public <br />road crossings when the facility is reactivated, with current, state -of -the -art traffic control <br />(warning) devices to meet Public Utility Commission and Colorado Department of <br />Transportation standards. New flashing lights with gates would be installed at the Routt <br />County Road 37 crossing. In addition, limited - access signage would be installed at the <br />private road crossing. Furthermore, as noted above, the train lengths are limited to assure <br />that the county road crossing is not blocked during loading/unloading operations. <br />Ancillary Facilities <br />The office area consists of one 24x62 foot mobile trailer and one 12x60 foot mobile trailer <br />with a gravel parking area. The trailers are insulated, electric heated, lighted and ventilated. <br />Only the 24x 62 foot trailer has water and sewer. All water is hauled to the site and the <br />sewer system consists of a septic tank and leach field. <br />A personal vehicle /pickup parking area is provided at the office building complex. <br />Wastewater and Stormwater Facilities <br />There is an existing septic system that is used to collect all wastewater from the <br />office /change house trailer. The location of the septic system is shown on Exhibit 12 -2, <br />Surface Water Control Map. Storm water runoff from the remaining and reclaimed facilities <br />area is accumulated in the two sedimentation ponds. The sediment ponds are permitted with <br />Colorado Water Quality Control Division under Colorado Discharge Permit System Permit <br />No. COG - 850008 (see Tab 13). <br />TR -10 14 Revised 02/13 <br />
